Belgium administered Rwanda during the colonial period, before Rwanda became independent in 1962. The relationship that followed independence evolved through cooperation, political disagreements and, at times, deep tensions.

More than six decades later, history still sits quietly in the room whenever Kigali and Brussels meet.

But the latest chapter is less about the colonial past than about the geopolitics of the Great Lakes.

The relationship deteriorated sharply in 2025 as Belgium became increasingly critical of Rwanda’s alleged role in the conflict in eastern Democratic Republic of Congo. Rwanda rejected Belgium’s position and accused Brussels of taking sides in a regional conflict while failing to adequately address Rwanda’s security concerns.

The dispute escalated.

In March 2025, Rwanda severed diplomatic relations with Belgium and ordered Belgian diplomats to leave the country. Belgium responded with reciprocal measures.

For 18 months, Kigali and Brussels had no formal diplomatic relationship.

Then came Doha.

Qatar facilitated the first meeting between Rwanda’s Foreign Minister Olivier Nduhungirehe and Belgium’s Foreign Minister Maxime Prévot in June 2025. That meeting opened a channel that eventually led to further discussions between the two governments.

On 22 September 2026, the two countries announced that they would restore diplomatic relations.

Their embassies will reopen, initially under chargé d’affaires, with ambassadors expected to follow through the normal diplomatic process. Both governments have also committed to dialogue, mutual respect and non-interference.

But this is not quite a story about two countries suddenly agreeing.

Belgium continues to defend the territorial integrity and sovereignty of the Democratic Republic of Congo. Rwanda continues to reject allegations concerning its role in the eastern DRC conflict.

The disagreement remains.

What has changed is the decision to manage that disagreement through diplomacy again.

And that is where the story becomes bigger than Rwanda and Belgium.

The Great Lakes is bigger than the map

Rwanda’s relationship with Belgium cannot be separated from its position in the Great Lakes region.

The conflict in eastern DRC has drawn in neighbouring states, regional organisations and international powers. It has also become a point of tension between African governments and European capitals over questions of security, sovereignty and accountability.

Belgium’s position therefore carries weight beyond its bilateral relationship with Kigali, particularly because Belgium is also an EU member state.

For Rwanda, maintaining direct diplomatic channels with European governments is equally significant.

The restoration of relations does not erase the disagreement over Congo.

It creates a place to have it.

And then there is Qatar

One of the most interesting details in this entire story is the role played by a country that is neither Rwandan nor Belgian.

Qatar helped bring the two sides back into direct contact.

That matters because African diplomacy is increasingly taking place through a much wider network of actors. Gulf states, African governments and other emerging diplomatic players are becoming increasingly visible in negotiations that were once dominated by traditional Western powers.

The Rwanda–Belgium reset is therefore also a small window into a changing diplomatic landscape.

So, what really changed?

Not history.

Not the disagreement over eastern Congo.

Not necessarily the positions of either government.

What changed was the calculation that continued engagement was more useful than continued diplomatic separation.

That is what makes this moment worth watching.

The reopening of an embassy is easy to photograph.

Rebuilding a diplomatic relationship is harder.

And rebuilding trust between countries with a complicated history, competing interests and unresolved disagreements is harder still.

Rwanda and Belgium are talking again.

The next chapter will show whether they have learned how to disagree differently.

Rwanda and Belgium have never had an ordinary relationship.
