France Modernizes Nuclear Arsenal to Boost Deterrence

Macron highlights advanced technology upgrades amid rising global and regional security risks.

France is entering a new era of nuclear modernization, announcing plans to increase the size and sophistication of its arsenal as part of a strategy it calls “advanced deterrence.” Speaking on March 2, 2026, from the Île Longue submarine base, President Emmanuel Macron framed the decision not as an arms race, but as a necessary response to a changing global security landscape.

Macron pointed to the ongoing war in Ukraine, the rising influence of China, and the unpredictability of international security commitments as key reasons for strengthening France’s deterrent. “Our mission is to ensure that France, and Europe, remain protected in a world where risks are more complex than ever,” he said.

The modernization program will include upgrades to ballistic missile submarines, nuclear-capable aircraft, and warhead technology. France will also explore temporary deployment of strategic assets in allied European countries, part of an initiative to enhance cooperation with partners such as Germany, Poland, the Netherlands, Belgium, Greece, Sweden, and Denmark without transferring control of the weapons themselves.

Macron emphasized that the goal is deterrence, not confrontation, and that nuclear modernization is one element in broader European security planning.
